Think in three layers: your local law, the courier's terms/licence, and the underlying lottery's own rules. A service may be regulated in one jurisdiction while a particular transaction is restricted somewhere else.
Why official lottery rules matter
Mega Millions' official FAQ, for example, says its tickets are not sold outside the United States and warns that the game does not endorse companies claiming to sell tickets around the world. It also states that not every participating lottery will necessarily honour tickets purchased through third-party online arrangements.
What a courier licence does—and does not—show
A licence can show that a provider is regulated for specified services in the licensing jurisdiction. It does not automatically make every lottery purchase legal for every customer worldwide.

Before paying, verify that your location is accepted, read the relevant lottery's official rules, and do not use location-masking tools to bypass restrictions.
